China is smart enough to know that investment in infrastructure is required for growth. They are even willing to invest in other countries infrastructure. Why can’t we wake up? Our government should start a Private Trust that not only invests in bold new projects but creates and manages them as well. Patriotic Investment Vehicle for Optimization Trust. PIVOT could be started by allowing all the companies that have foreign held funds to repatriate the money at a zero tax rate into PIVOT. In addition we should allow an amnesty period for wealthy job creators to repatriate their funds hidden in foreign held investments. To further make this initiative even more attractive its profit should NOT be taxed.

Interesting idea Richard, but who would administer the fund, and would it be setup to prevent the government from getting their hands on it directly.
I would think it would need a public mandate and the highest investors should vote in a board to lead their investments.
